Starchild Colony?

I've finished the book, and I loved it!
Just a quick thing I don't really get... I kept finding references to "Starchild Colony" in Thunder Bay and Alexandra Honeywell, starting on page 423, and again on page 458. I must have missed something earlier where it was first mentioned, or it is supposed to be a big mystery that isn't fully explained.
I'd love it somebody could help explain it to me, or tell me where it's first mentioned.

'Commune girl' is Alexandra Honeywell. She's first introduced in Part 1, chapter entitled 'Essence', on p112. Also mentioned on p118.
